So does this mean the two hour finale is episodes 16 + 17, or that episode 17 is a two-hour episode?

In the past, it has been that way. Example: the season 4 finale was episode 413 but it was two hours. To add to the confusion, the title of 413 was There’s No Place Like Home, Part 2. Episode 412 was There’s No Place Like Home, Part 1.
Yes, and 4×14 was There’s No Place Like Home, Part 3. Cuse and Lindelof count hours. There were 14 hours in season 4 so they said they would do 17 in season 5 and 17 in season 6 to reach the 48 they promised ABC.
Which is why episode 5×15 is the magical 100th episode of LOST. I’m just going to call it now that episode 6×06 will be entitled “108″
If in some way by either a 2 hour premiere of season 6 or a two hour finale we get an episode 6×18, the simple math 6 x 18 = 108 !!!
It could happen but I really doubt LOST will end up having more episodes than originally planned 2 years ago. It should all end with 6×17, Episode 119, which is not the most interesting number in the history of LOST. Oh well.
