As a matter of fact, the actors playing Minkowski and Regina performed voice over duty in the episode. The voices were provided by the same actors who will be playing the characters on screen later this season.
As Minkowski was the actor Fisher Stevens.
And as Regina was New Zealand Stunt Woman Zoe Bell.
Look for both of them to do some on-screen time very soon. Both actors WERE featured in the credits since they did perform. And in case you are wondering, NO Fisher Stevens did not do the voice over for Through the Looking Glass.

Interesting...I saw Bell in the opening credits and was surprised not to see her.
Minkowski did have a different voice in TTLG, in fact they replaced it in clips of that scene that they used for promos and such. I don't know if they changed it for the rerun of that episode or the DVD. They've done similar things before, Penny Widmore was a different actress the first time they showed Desmond's photo of the two of them.
did anyone notice Harold Perrineu's name in the credits also. What was Michaels role in the episode?
Michael wasn't in this episode. They're considering him a series regular for contractual reasons so his name appears with the main cast whether he appears or not. Since he was listed last week as well, I assume he will be credited for every episode this season.

I don't believe this is true. What evidence do you have to support this?
Sure, evidence right here including a screencap and details about the switch (they went back and changed the photo for rerun and DVD).

The photo appeared 20 episodes before Penny first showed up in person. They just didn't have the part cast when they showed the photo (or they changed their mind).
